What Do We Do?

The aims of your Neighbourhood Council are fairly straightforward, namely to represent your opinions about matters, which concern your neighbourhood. This may involve trying to find out who is responsible for dealing with a specific problem and then getting something to happen. This may include things such as:

• the condition of roads and paths
• local bus services, including the lack of covered bus shelters
• the repair / replacement of damaged road signs
• inadequate street lighting
• car parking.

We liaise regularly with Horsham District Councillors and West Sussex County Councillors so as to ensure that both Councils’ activities benefit local people as far as possible, and cooperate where appropriate with the other Neighbourhood Councils in the unparished area of Horsham Town – Horsham Denne Neighbourhood Council and Forest Neighbourhood Council.

We are a statutory consultee on planning and licencing applications and we also consider matters on a whole range of other subjects, which might have a positive or negative effect on the Trafalgar area.

In line with HDC and central government, HTNC has declared a CLIMATE and ECOLOGICAL EMERGENCY

HTNC supports HDC’s declaration of a Climate Emergency and therefore commits to put mitigation of the joint climate and ecological emergencies at the heart of all our decisions.

In November 2023, HTNC submitted the following response to The Planning Inspectorate at Gatwick Airport regarding the Northern Runway:

….Horsham Trafalgar Neighbourhood Council (HTNC) is very concerned that the expansion of the Airport will negatively impact the Trafalgar Neighbourhood and HTNCs position is to oppose additional runway capacity.

HTNCs concerns are:

  1. The expansion will be damaging to the environment, including:
  2. a) impacts on noise (the proposal will impact the residents of Trafalgar Neighbourhood due to an increase in exposure to aircraft noise during the day and night) and therefore increased stress levels
  3. b) increased air particulate pollution from planes and traffic with its health implications for residents
  4. c) impacts that reduce biodiversity as the pollution affects wildlife (eg the rare stag beetles whose spiracles are blocked)
  1. The Greenhouse Gas (GHG) Assessment fails to consider all risks and has been reported (by Horsham District Council to HTNC) to include fundamental errors which could increase total emissions by 20% (ie millions of tonnes of CO2e are not accounted for). This needs to be correctly reported. It is assumed that this will impact the climate change resilience assessment for the expansion of the Airport.
  1. HTNC does not believe the existing infrastructure, particularly road and rail, is adequate for the increased numbers that will use the Airport. Areas surrounding the Trafalgar Neighbourhood already suffer from road congestion.
